Business Scope: Cost Management for Civil and Architectural Engineering, Cost, Tendering and Procurement for Construction Units Position Type: Cost, Tendering and Procurement

Based on the group's development strategic goals, fully responsible for the review and control of costs, budget and final accounts, bidding and tendering, and contract documents of the docked engineering projects. Responsible for the preparation, review and release of bidding documents (procurement documents); organize pre-qualification/post-qualification; handle clarifications and inquiries, assist in bid determination and issue of letter of acceptance. Participate in the sourcing, inspection, pre-qualification and warehouse entry management of potential suppliers (contractors, suppliers). Overall compile various cost indicators and monitor the completion of cost indicators. Improve the target cost management and dynamic cost monitoring and early warning mechanism and system; improve the invalid cost management system and regulations, and supervise the implementation by organizations at all levels; monitor the changes in market material and labor prices in real time and propose response measures. Closely cooperate with the department, compile the bid control price/bid limit price based on the cost target, and optimize the procurement cost under compliance requirements through market research, competition strategies (core value of competitive procurement and bidding), business negotiations and other means. Approve the target cost at each project phase and propose special cost optimization plans. Possess certain ability to compile bill of quantities. Contract management and payment: Prepare bidding documents for new projects, conduct bid evaluation, submit process applications, report capital plans, and manage and make payments for design contracts. Complete other work assigned by the project leader.
