5 New Facilitation Measures for Foreigners Coming to China
The National Immigration Administration (NIA) has formally implemented five measures to facilitate the entry of foreigners into China from today (January 11th), to further clear the blockages related to the entry of foreigners into China for business, study and tourism, and to better serve and guarantee the opening up of the country to the outside world at a high level, and to promote high-quality development.
The five new measures mainly include:
First, relaxing the conditions for foreigners coming to China to apply for visas at ports of entry. For foreigners who urgently need to come to China to engage in non-diplomatic and official activities such as business cooperation, visit and exchange, investment and entrepreneurship, visiting relatives and dealing with private affairs, and who are too late to get a visa outside China, they can apply for visas for entry at ports of entry from the port visa authorities with invitation letters and other relevant supporting documents.
Secondly, foreigners are exempted from checking procedures in 24-hour direct transit at Beijing Capital Airport and other hub airports. In nine international airports, including Beijing Capital Airport, Beijing Daxing Airport, Shanghai Pudong Airport, Hangzhou Xiaoshan Airport, Xiamen Gaoqi Airport, Guangzhou Baiyun Airport, Shenzhen Bao'an Airport, Chengdu Tianfu Airport, and Xi'an Xianyang Airport, 24-hour direct transit passengers will be exempted from the border inspection procedures. Passengers holding international air tickets within 24 hours who are in transit to a third country or region through any of these airports are exempted from border control procedures and can transit directly without a visa.
Thirdly, foreigners in China can apply for visa extension, replacement and reissuance in their vicinity. Foreigners who come to China for a short period of time to engage in non-diplomatic or official activities such as business cooperation, visit and exchange, investment and entrepreneurship, visiting relatives, sightseeing and dealing with private affairs, etc., and need to continue to stay in China for justifiable and reasonable reasons, can apply for visa extension and reissuance of replacement visas to the Exit-Entry Administration Agency of public security organs of the place of their stay in the vicinity.
Fourthly, foreigners in China who need to enter or leave the country several times can apply for re-entry visas. If foreigners in China need to enter or leave the country several times due to legitimate and reasonable reasons, they can apply to the Exit-Entry Administration of Public Security Organs for the issuance of multiple-entry visas by presenting the invitation letter and other relevant supporting documents.
Fifthly, the application materials for visas and documents for foreigners in China are simplified. Foreigners applying for visa documents, for information sharing through the information can be queried to my accommodation registration records, business license and other information, can be exempted from checking the relevant paper documents; foreigners in China for short-term relatives for family reunion class visa, can be invited to the declaration of kinship instead of proof of kinship.
The relevant person in charge of the State Administration of Migration introduced, with China's economic development continues to recover and rebound to the good, the level of opening up to the outside world continues to expand, Chinese and foreign enterprises, personnel to deepen the immigration management services put forward a lot of new needs. The State Administration of Migration will take the initiative to cooperate with the relevant competent authorities, continue to focus on the cardinal points of foreigners coming to China for business, study and tourism, continue to deepen the reform of migration management services and policy and system innovation, accelerate the opening up of the system, and actively participate in the creation of a first-class business environment, and take the initiative in serving and promoting the construction of a new pattern of development.
