Responsibilities• Purchases materials, equipment, supplies and services on behalf of the Company in China.• Ensures that the above purchases are in accordance with prescribed purchasing regulations and procedures,• Reviews and analyzes purchase requisitions, investigates and develops sources of supplies.• Identifies and selects local vendors to procure requisitioned commodities and in conjunction with the Company Purchasing Manager ensures that the criteria of price, quantity, quality and delivery date are continually adhered to.• Participates in the development of specifications for equipment, products or substitute materials..• Keeps good relationship with selected suppliers and executes scheduled audits of all vendors, including warehousing and logistic service providers.• Ensures timely payment to suppliers and makes sure local tax is claimed and received.• Resolves vendor or contractor grievances, and claims against suppliers.• Follows up deliveries to central warehouse and keeps track of actual stock.• Combines purchases to full container loads and coordinates shipments with logistic department.Job Requirements• At least 5-8 years related Buying experience for a large Manufacturing concern.• Extensive experience in buying goods and services in China.• Must be fluent in written/spoken Chinese and English.Knowledge, Skills and Abilities• Knowledge of buying practices and practices.• Skill in preparing and analyzing technical specifications and bids.• Knowledge of materials, products, and the commodity market in the area of specialization• In depth knowledge and experience in transportation practices and methods required to move people and goods by air, sea, rail or air including the relative costs and benefits.• Proven ability to lead and manage both individuals and teams.• Fluently in English and Chinese.Special Physical Requirements:• Domestic and International travel as neededOrganizational Relationships:• Reports to Purchasing Manager
