A certificate of no criminal record issued by the police, security or court authorities of the applicant's country of nationality or place of habitual residence and certified by the embassy or consulate of the applicant in a foreign country or by the embassy or consulate of the foreign country in China shall be provided. The certificate of no criminal record issued in Hong Kong, Macao Special Administrative Region and Taiwan should be notarized by the notary public in the region. Regular residence refers to the country or region where the applicant last resided continuously for more than one year away from his/her country of nationality, excluding the territory of China. The time of issuance of the no criminal record should be within 6 months. a commitment system can be adopted for high-end talents in category A.
